President
The President is the Chief Executive Officer and head of the Association. He/She is responsible for the general control and management of the Association's business and affairs. This control and management is subject to any limitations expressly provided for in the Association's Constitution and By-Laws and to the controlling authority of the Board of Directors. The President will preside at all meetings of the Association.
Duties:
- Chairperson at regular Board meetings
- Provides Board members with meeting agendas at each of the Board meetings
- Liaison with other town organizations
- Establishes sub-committees as necessary
- Monitors the Association's various budgets
- Vote on all motions
- Attends Annual Meeting of MYSA
Secretary
The Secretary shall record the minutes and proceedings of all meetings of the voting members and the Board of Directors. The Secretary shall give to the voting members and the Board of Directors the notice required by these bylaws of every stated or special meeting of the voting members and of the Board of Directors. The Secretary, in general, shall perform all duties incident to the office of Secretary as authorized by law, or as the Board of Directors may require. The Secretary shall retain all ballots cast at the Annual Meeting for a period of at least two years.
Duties:
- Maintains the key to the TYSA PO Box and checks daily/weekly for mail
- Records and maintains the minutes of TYSA meeting and proceedings
- Notifies the Board and Association members of the appropriate meetings including all Board and Annual Meetings
- Includes all external correspondence in the Association's records
- Maintains the official copy of the Bylaws and these job descriptions
- Maintains a list of all official Board decisions of a policy-setting nature
- Provides Board members with meeting minutes within one month of that meeting
- Arranges the Annual meeting, coordinates its sign-in and voting counts
- Creates the ballots for the Annual Meeting
- Notifies Association of the registration dates, time and location upon the notification of the Registrar
- Maintains a file of Accident/Injury reports
- Assists the President as needed
Registrar
The Registrar shall oversee all registration and membership activities such that:
- The Spring registration will be held no later than April 30th with an additional grace period through June 30th for late registrants, or in agreement with MYSA requirements
- Late registrations are coordinated with the appropriate Division Coordinator, Coach or Registrar who will assign them (on a first come, first serve basis) until all rosters are full
- The Registrar shall ensure that all players are legally registered, which means the Registrar has received all of the appropriate registration forms filled out and signed with the full registration fee within the proper time frame
Duties:
- Responsible for all aspects of child and adult registration with TYSA
- Schedules a date, time and location for registration
- Coordinates notification of registration with the Secretary
- Sets up the registration facility ensuring sufficient applications, volunteer forms, other supplies and volunteer help are available
- Ensures that all registration forms are completed in their entirety
- Maintains all registration data
- Coordinates team assignment of all players and coaches
- Submits all paperwork and other materials to MYSA prior to the MYSA deadline
- Provides computerized mailing labels of all TYSA Board members as requested
- Provides listings of currently active adults and players, as requested by Board members
- Provides to all coaches and Division Coordinators a listing of known allergies, medical problems and emergency phone numbers for team members
Division Coordinators
The Division Coordinators will share responsibility for coordinating all activities relating to town programs. This involves soliciting, training and monitoring coaches for the various teams. These individuals are further responsible for coordinating the scheduling of games and assigning fields with the Vice President. Final determination on cancellation of games due to inclement conditions is also their responsibility.
Duties:
- Works with the coaches to ensure all registered players are placed on appropriate division teams
- Works with the Vice President to solve any problems that arise during the course of the season
- Holds a preliminary meeting with the coaches before the beginning of a season providing registration lists to help establish the number and size of teams for each of the Divisions and sets a date for finalizing coaches and rosters
- Ensures all schedules are completed and available for publication in the TYSA season program booklet by August 15
- Sets the date and location for the coaches meeting about two weeks before the start of the season and contacts the Equipment & Supply Coordinator to coordinate the distribution of equipment at that meeting
- Works with the Vice President to determine how many and what fields are available and attempt to schedule each team for one or two practice nights per week
- Working with the Vice President, prepares a master practice schedule, which assigns teams to specific nights and fields
- Sets the playing format for the division games
Field Maintenance Coordinator
The Field Maintenance Coordinator will be responsible for soliciting, training and monitoring volunteers in the preparations of playing fields. Such preparation includes lines, nets and goals as is related to having fields ready for game conditions.
Duties:
- Secure field use permits as needed. Current fields are: Bridgemeadow and Lakeview School
- Work with the Registrar scheduling practice and game times for all fields
- Lay out the fields in Spring and Fall to meet the needs of the Association
- Reline the fields throughout the season as needed
- Ensure that an adequate supply of paint is maintained and order more when needed
- Put up the nets at the beginning of the season
- Regularly check the nets to be sure that they are adequately affixed to the goals
- Remove and store the nets at the end of the season
- Maintain the lining machines, repairing or replacing as necessary
- Coordinate mowing and watering of the fields
- Develop an annual budget to include replacement of nets, fertilization, seed, paint and vendor services
- Develop, administer and monitor constantly an aggressive seeding and fertilization program for the fields
- Portable toilets to be procured when and as needed
Vice President
The Vice President shall be vested with all the powers and will perform all the duties of the President during his/her absence or disability. The Vice President shall perform duties as may be prescribed by the Board of Directors.
Duties:
- Represents TYSA wherever appropriate, such as the MYSA Annual Meeting
- Acts as President whenever the President is unavailable at a TYSA function
- Liaison with other town organizations
- Maintains and executes the Fall Checklist
- Assists the President wherever possible
- Must determine how many and what fields are available and attempt to schedule each team for one or two practice nights per week
- Prepares a master practice schedule which assigns teams to specific nights and fields
- Coordinates the soccer camps
- Coordinates the coaches training program
Treasurer
The Treasurer shall have the custody of the funds and valuable books and papers of the Association. He/She shall keep full and accurate accounts of the receipts and disbursements in books belonging to the Association and shall deposit all moneys and other valuable effects in the name and to the credit of the Association in such depositories as may be designated by the Board of Directors. He/She shall disburse funds for the Association as may be ordered by the Board of Directors or President, taking proper vouchers for such disbursements, and shall render to the President and/or Directors whenever they may require it, an account of all his transactions as Treasurer and of the Board of Directors and shall perform other such duties as the Board of Directors may prescribe and require. He/She shall submit an annual financial statement, summarizing the receipts and disbursements for the year and compared to at least the last 2 years, to the Board of Directors and Officers at least one week before the last meeting of the season.
Duties:
- Provides a simple statement of funds available at all meetings
- Maintains and administers all checking, savings and special accounts for TYSA
- Maintains the financial records of TYSA
- Updates the bank records with any and all changes in Officers of TYSA
- Files the annual tax return for TYSA
- Pays any and all bills incurred by TYSA as directed by the Board of Directors
Travel Team Coordinator
The Travel Team Coordinator will oversee and administer the Travel Team Program.
Duties:
- Oversees and sets direction for the Travel Team Committee
- Organizes the Travel Teams
- Ensures that ID cards and rosters are provided to Nashoba Valley Youth Soccer League
- Attends the Nashoba Valley Youth Soccer League meetings
- Coordinates with the Division Coordinators
- Notifies the travel team coaches of meetings and deadlines
- Oversees Travel Team Committee members responsibilities including:
- Recruiting and training new coaches
- Coordinating tryout activities
- Coordinating with the Equipment Director
- Cancelling referees in case of rain
- Devising and implementing practice schedules
- Maintaining a travel team calendar
- Coordinates the selection of coaches
- Coordinates the review and approval of rosters
- Arbitrates any disputes
- Sets Travel Team direction and philosophy
Equipment & Supply Coordinator
The Equipment & Supply Coordinator shall administer all the equipment of the Association. During the month of December, the Equipment & Supply Coordinator shall submit a written report to the Board of Directors. The report shall delineate details of the equipment as to numbers, location, condition and suggested replacement. This person shall also interrelate with all vendors who have been approved by TYSA to sell and distribute TYSA uniforms. This would encompass negotiating uniform fees, inventories, etc. The Equipment & Supply Coordinator will be responsible for the development and promulgation of programs for the training of players, coaches and referees. This person also keeps an updated list of TYSA licensed coaches and referees, as well as levels attained.
Duties:
- Consults with the three Division and Travel Team Coordinators at the November Board meeting to determine equipment needs for the year
- Assembles bags of equipment with the authorized inventory (which depends on the level of play) for appropriate coordinators to pick up for their respective coaches
- Picks "Equipment Needed" lists from the coordinators at the end of the Fall season and when a coach "retires"
- Places orders with vendors to ensure timely delivery of equipment required for the Spring and Fall seasons
- Fills gaps in inventory, as needed, for the Fall season after the end of the Spring season
- Prepares a budget for annual equipment purchases for the January Board meeting
- Sends bills for equipment to the Treasurer and keeps one copy for the Equipment & Supply Coordinator's file
- Inventories equipment after the Fall season and provides report at the January Board meeting
- Orders miscellaneous equipment as needed/requested throughout the year
- Arranges and coordinates training activities for the TYSA coaches and players
Fundraising Coordinator
The Fundraising Coordinator will propose and, per Board approval, implement an annual fundraising plan designed to meet budgeted needs.
Duties:
- Oversee the collection of all funds raised and transfer same to the Treasurer
- Per Treasurer approval, act as purchasing agent for all items necessary to fundraising purposes (prizes, supplies, advertising, etc.)
Parks & Recreation Commission Coordinator
The Parks & Recreation Commission Coordinator will serve on the Parks & Recreation Committee for the town of Tyngsborough, MA.
Duties:
- Represents TYSA on the Committee with this Association's interest and concerns
- Secures the use of fields from the town via requests to the above-mentioned Committee
Referee Coordinator
The Referee Coordinator shall be responsible for soliciting, training and monitoring of referees at all levels of play. The Coordinator shall generate schedules, select appropriate referees for the appropriate division, run referee clinics for both coaches and the referees, and generate written instructions to all referees at all levels. The written referee instructions shall clearly outline where and how any standard rules have been modified to accommodate certain divisions such as the Clinic, and also to provide advice as to the interpretation so that judgement calls will be made with consistency throughout the Association.
Duties:
- Recruit, train, and schedule volunteers to referee TYSA In-town and Travel games
- Coordinating with the Equipment & Supply Coordinator on the acquisition of referee equipment
- Developing and administering a system for the evaluation of town league referee performance
- Provide information regarding clinics
- Develop a program for referee training and certification, including a TYSA certification program
- Monitor NVYSL certification requirements and publicize those to the members
- Prepare a presentation for the Coaches Meeting
